Can "new" maps be created for using in the Mods? Are the .mpp files the base map and the .bmp file the overlay?

2 ctrl-l XComplete Blank Map
3 tab
4 raw map info
5 map background 1
6 anyfile.bmp (you can created or modified with paint.net)
===> now you know the stuff!
7.mpp is complicated with big map, one advice forget, you can do without if you add yourself polygons for LOS!

You have to take an original bmp file of the game,
you can change the pictures inside the hexes, not the framework,
then save it in an other name.
