In my current game I used some of the Italians in Egypt, and those in Albania and in Italy to take Algiers, but I took it after Paris had been captured (by the Germans) and declining the setup of Vichy France. What happened was that Italy ended up getting all the France plunder points and MPPs including those in Syria. I wasn't sure at first if this was a smart move but with the Italians pulling in 300 plus MPPs every turn, not to mention the Plunder points from France, I have been able to build up the Italians including their levels of research, which in the long run, I hope will help win the war. I left a few Italians to hold Bardia and Tobruk and they actually held out long enough for the Afrika Korps to come to the rescue. C
