I don't have a save game for this, because the behavior resets on game save/restart. But here is how to re-create.

1. Create a launch order for a weapon that is BOL-capable, but don't progress the game past that (i.e. don't let the platform fire)

2. Save the game, exit Command and Restart

3. The BOL order is now no longer active, and no weapons are fired at the BOL aimpoint selected before the game save/exit. All weapons on the original firing platform show ready for allocation.

This may be WAD, and has been the way things are since the beginning...not sure. I can construct a save game if needed, but it won't be of much use I'm afraid.
