Can someone confirm some relationships - (I am playing soviet)

If army support level is locked, she wont share across front but will down into owning battles
If Front level is locked owning HQ unit will only share support units down into owning Front. Support units 'stay' in Front HQ
If Stavka is locked, Fronts cannot share across each other even if unlocked

Is this correct?

I think what you wrote is correct but may be worth making the language clearer by disentangling support levels in terms of how SUs move from HQ to HQ during the logistics phase and how they are committed during a battle.

AFAIK-

locks and the support level (0-9) only relate to how SUs shift from HQ to HQ during the logistics phase. If locked then all the SUs in that HQ will be the SUs in that HQ next turn, and the same for any HQs lower down in its chain of command. If not locked the AI will move SUs up or down one level (or sometimes sideways) each turn to try to get that many SUs of each type to that HQ (with different rules for pioneers and construction). This does not stop you manually changing SU assignments during your action phase. Consequently if STAVKA is locked, as for Soviets all units are below in it's chain of command, all SUs stay frozen in their HQ. In Axis where there is more than one high command it can be different.

When it comes to commitment in battle (I assume that is what you mean by owning battles), they can only be committed if they are for battles with onmap units which are directly assigned to that HQ, units which are lower down its chain of command but with an intervening HQs do not count. At that point whether an SU is committed to battle depends on leader ratings etc. Whether the HQ has support levels locked or not does not come in to it. (The rules are different for construction SU helping in fortification building).

I have based this more on my experience of playing Axis which are described by the rules for both sides in the manual, if there are exceptional rules for Soviets that I am unaware of I hope someone else can fill that in.
