I do not understand well this one. Wouldn't it worth instead to choose preventing contact with lower levels of fortifications instead, so they can have one more turn to increase?

Actually yes. I was making a more general point about keeping the hexes you want fortified well at all out of contact from the enemy. Whether you prioritise the lower levels or higher levels is a good question but not one I was thinking of. I would be interested to know what others opinions are on this as I do not know which is best.
