It is too easy to get to the 4 and 5th level in research.
Up to level 3, I would recommend keeping research as it is.
But for level 4 and 5, other conditions should also be
met. For example, in order to get level 4 in Armor, you
need to achieve the following in research first:
1. Armored warfare = 1
2. Production Technology = 3
3. Industrial Technology = 3
4. Spying and Intelligence = 1
5. Instead of 200 MPPS you need to put in 300 MPPS
To get to level 5 in armor you need
1. Production Technology = 5
2. Industrial Technology = 5
3. Spying and Intelligence = 3
4. Instead of 200 MPPS you need to put in 500 MPPS

Please note, this is just an example, and I would have
the development team create the standard.

But we need to slow down the path to getting advanced
and aircraft. Getting jets and Tiger 2 in 1943 is
not realistic.

I'd just work on an exp bar basis where each combat of the particular unit type fills it up a little. Research chit would give the xp bar a little boost but you'd be expected to build the said unit type and have them engage in combat to get anywhere tech wise. Basically the best test for your tank design is to have it tested in real combat situation.

I agree.
I believe that some mods already provide some tweaks to speed & efficiency of research.
