As a relative newbie, I'm still learning about hexside control. Here is a screenshot of the territory surrounding Manila. It appears to my inexperienced eyes that I have Manila completely cut-off from being re-supplied. Is that an accurate assessment?

Supply should be able to move across the ocean hex side from Bataan.

The hex-side to the East of Manila is colored red so they can retreat that way (probably a good thing since Manila has stronger defensive terrain). Unless they unloaded a big amphibious convoy in that hex they're not going to get many beans or bullets from that hex though.

They will not retreat east because it does not have a clear supply path to a Japanese base.
Only a very small amount of supply will move automatically each turn from Bataan to Manila across the bay. He could use barges to move a lot more, but it costs supply to create the barges and he has to have over 10K supply to start with.

Manila is most definitely not cut off.  It has a valid supply path to Vigan and can also receive supply from the adjacent port of Bataan.  Japanese troops can retreat due east of Manila.

Edit: Apologies to all. I misread a hexside of hex 80/77. There is no overland supply path back to Vigan.

I don't understand how they can move east if there is no valid supply path. I see the red hex side but the hex to the east of Manila is itself isolated so there should be no supply route through there. What am I missing here?

There is a valid supply path.  The value is 20.

Edit. My apology I misread a hexside and you are correct hex 80/77 is not connected to hex 81/76. There is therefore no overland supply path back to Vigan.
