Can anybody tell me exactly what this means when you have it. I have not been able to decipher whether it is fuel or supply shortage or what.

under supplied Air units, attached to an HQ but not to the most optimal supply giving HQ, will be indicated by a purple hatch beneath the applicable Air unit.

Though it's misleading sometimes if there are HQs from allied countries nearby, as the purple shading implies the units would get better supply from them, but they can't...

Yes I agree, and while it has no effect on the game, I admit that it does disturb me when I see the Purple and cannot do anything about it !
