Let them be three different sizes: large, medium and small. Three, two or one air units would be able to be based there respectively.

This would be a great tool for designing a historically plausible scenario. The amount of aircraft active in a specific area of the map could be limited! For example, there shouldn't be tons of planes in Northern Finland in an Eastern Front scenario.

I like the suggestion. There is a big difference in ground support available at Tempelhof as opposed to a dirt field outside of Benghazi. The same could be applied to ports and beaches. The precedent has already been set, i.e. towns/cities, major/minor rivers, hills/mountains, major/minor roads, et al.

You would have to limit where they could be based on available transportation. Air units take a huge amount of logistics. Also game scale would make a difference. For instance a wing is three or four groups. If one scale used groups and another used wings how would that work? An airfield is a set size. You can't stretch an airfield with concrete runways. But the idea of varying airfield capacity is a good one.

Well, the scenario designer can opt for making small airfields when he deems that appropriate.

There's no airfield construction or air force ground personnel in the game, unfortunately.

Air units can easily rebase to newly conquered airfields with their long range movement which is a little unrealistic.
