Would it be possible to code a feature to allow the player to define which units are going to be reinforced as priority? This would give some agency to the player in a nice way.

You can't as the player, relative priorities are set at scenario design time. IIRC via formation proficiency.

Since relative reinforcement rates is often set for balance reasons and represent factors outside the control of a commanding general. eg Nazi Germany or Soviet Russia both had allies who often used the same equipment as their master did; but the decision to have them last in line for getting it was entirely political not military; and despite various scenarios designers pushing the limits for decades TOAW has always been designed as a military game not a grand strategic one.

In the scenario editor, during the creation or modification of the scenario, there's
a unit replacement priority screen you can use to set the units which get their
replacements first, which are next in priority, and so on. Notice that there is a
"None" option. This shuts off the replacements to that unit entirely.
