Vichy has built out their entire force pools so the only thing left from them to build are CP's.

Wait until you see what I'm doing with Vichy next turn! So, if I save them, if Germany collapses Vichy would they all go to Germany? I can't think of any other reason to save as there isn't anything else left to buy.

Yes, the saved BPs become German when you collapse Vichy. Or actually, they become controlled by the MP that controls the hex they where in, and that should be Germany.

Editors note. This After Action Report (AAR) would be better characterized as a During Action Report (DAR, I guess). The reason I say this is because, as such, there is, and will continue to be, lot of typo's. That's the downside. The upside (I hope) is that these logs, and text captured the screen caps, is written in the "moment" as if I were typing to an opponent using Facebook or Whatsapp as the action was unfolding. Again, sorry for the typos but I hope the "authenticity" captured in the text adds to AAR.
