i had a lone unit who could attack Riga, this failed as a defender stay and during Russian turn they blew the bridge
the advance is good
i found a rail cut under Siaulai

air losses are reduced 14 vs 75

I think it is the maximum number of hexes you can fix in one turn (usually less). Rail conversion is 13 before winter, 3 during the winter and 12 in summer 1942.
