What is, if any, the difference between 'Follow TF' and 'Meeting TF' and select Follow TF there?

The manual didn't go into specifics with regard to the difference.

I normally use meeting TF -> Follow, and all the TF's stay nicely together and move along to the destination. I was wondering that the option 'meeting TF -> follow TF ' must be there for a reason..

Meet enables the option to merge. Follow does not. Follow offers options such as standing off one hex, that I believe Meet does not. Not positive on the last one as not in front of game.

and refuel. If I'm not doing either of these two options I use follow.

I use the "meet TF" a lot:
1. often I have a DD or other vessel that is a day or two late for departure of its TF because it is finishing repairs or upgrade. When it is ready, I can just set it to meet the original TF and merge, and forget about it. Be aware though, that the original TF will slow down a bit to allow the DD to catch up faster.

2. when fuel is scarce near the front lines of the naval war, I sometimes use cargo TFs to top up the fuel on nearby naval TFs using the "Meet TF-Refuel" setting. This is usually after the cargo TF has unloaded and is returning home.

I use meet/merge a lot as well. In the game I just started, I had the CA Houston heading to Soerabaja with a waypoint/fuel stop at Balikpapan (why not take what fuel I can before Nippon gets it?), I had 4 DDs leave Manila Bay and meet/merge with the Houston. Worked fine but on my following turn I noticed the waypoint stop at Balikpapan had been deleted. No big deal as I caught it, but something to keep in mind. Works well overall.
