When adding new (or activating inactive) air hqs using the editor I am not able to set air doctrines for the new air hqs. Either the doctrines of the higher HQ or (if I initalize the air doctrines) they are empty.

There is a bug in the code due to which air doctrine links in the unit are not cleared when you init them, so it keeps pointing to old doctrine. Will be fixed in coming versions.

As workaround you can move new air hq units to other slots which had no air HQs before, it should have no air doctrine flag.

Just in case attaching your scenario with initialized doctrines. It was saved with newer code, but should be backwards compatible.
