Poland always surrenders when capital is taken. France only sometimes based on morale which is a function of lots of things but mostly in the end it has to do with number of troops killed.
1. I have read that the amount of plunder is based on the strength points of the surrendering country. The more points left the more MPPS you get. What is the formula for this?
2. Assuming 1 is true, what is “your” opinion on whether it is better to clean up the Poles for more experience or just go for the capital for more MPPs?
3. Question 2 except for the French?

Xp is always preferable, since it's saving costs due to fewer losses. At least I couldn't find any difference in plunder boni, they are mostly random imho.

Also taking NM-Objectives severely hurts NM, like Nancy, Lyon and Marseille, as well as sinking ships.

You often don't see the immediate effect on unit exp because tend to be accrued more effectively once the associated HQ as xp up itself. Once the HQ is leveled up, it protects the units from damage better allowing to retain experience more effectively.
