I.e. bombing resources and cities and raiding convoy lanes.

All of the AAR's I've seen so far seem to give them short shrift, or regard such as a nuisance at worst, never a war decider. [Sugar in his most recent victory IIRC likened them to mosquitoes] Even against the AI I probably lose more MPPs from repairing and upgrading them than I do raiding (and dinging the enemy escorts).

Mainly as a source of HQ training for the western allies which don't have much opportunity to train post DAK.

They can bomb cities to below level 5 to cut off operational movement, which is good for giving an invasion time to establish itself, and can kill supply in a smaller area. I can't see how they'd be decisive on their own though, cutting off operational movement is only good to keep units away from something else that would make the decisive move, same thing with shutting down supply.
