Status: offline 		In the zone of control section it does not list garrisons as a front line unit. It also doesn't identify them as having no ZOC either if you keep reading. Does a garrison strength 5 have a ZOC or not?

Status: offline 		IIRC Garrison are part of those unit category that requires two of them to have a ZOC. So in this case a single garrison would not.
