Confused about engine production wording in the manual

What does this line from sec 13.2.2.5 mean?

For engine factories at a location to function each day, the number of heavy industry points at the location must at least equal the number of Engine Factories.

Why does it specify "at the location". Aren't HI points a global pool?
Why is there a check to see if there is one HI point per factory? I think it takes 18 to produce an engine.

You can ignore the "at the location", as the points are global.

It is 18 HI per engine.
