1/82, 2/82, and 3/82 are in the same hex. When I try to merge them I'm told, "No units in this hex may be merged."

One of these elements has a target for an air drop. Is that the problem? On that point: how do I cancel an airdrop to get it back to no target (so "target" appears instead of an hex location)?

Merging is for taking two weak units and moving all the assets from one into the other (eliminating one of the units). It sounds like you want to build up the division, which you can do with the B key.
