From what I can gather there seems to be some kind of chance when you have met the criteria for an advance in the training cycle. It seems to be a figure that is based on the number of pilots in increments of 10 that is set that gives you a chance to get some of them moved more quickly through the process. I'm sure there're a number(s) of die rolls that affect the outcome. If there's a chance at the start of the game that this may happen, I do not know. Also I don't know if the number I've speculated about is rest every month or cumulative, and/or reset, or not, when the event occurs. What I do know is that the event doesn't seem to be that common. Maybe if I had more pilots in the TRACOM the event would occur more often, I would tend to think so, but... So, all this blather is just pure conjecture on my part. What I can say with certainty is that it happens at times when the conditions are met. Like many things in this game I just take it at that and go on. If you try to dissect everything in this game you can go nuts. Not only that you'll ruin the fun of the game. Of course the above is JMHO. YMMV.
