I would stockpile the Chinese infantry squads but let them take support squads which they need. Then the disabled squads would be more likely to repair as well as the units using less supplies. Once the units reached a certain level of experience, 50+ or higher, I would then turn off all other units replacements and give those units the Chinese infantry squads. The only exception would be the Chinese units that I had already bought out.

All US CVs (Lexington, Saratoga, Enterprise, Yorktown, Hornet and Wasp) are in Sydney or en route.

They will be used in Operations Vegemite, Cartwheel and Anvil. Op Hammer has to wait a bit and will most likely start when first Essex-class CV arrives.

Around 6 divisions of troops plus base forces and corps HQs moving to Imphal from India. They will move from there via jungle to reinforce Op Valkyrie.

2 USMC divisions and 1 Army division with assorted extra troops on the way to Sydney from San Francisco.

I think Zamboanga is Jungle Rough terrain. Maybe the IJA also didn't land enough supply for their attackers.

Terrain + on site supply generation + IJ AI just not caring enough for the backwater base. Sometimes when the initial attacks' rolls are bad, AI just sits there for months waiting for its units to repair the damage. Not so for the important bases, where it comes with the reinforcements
