Why do some scenario designers have the helicopter ASW missions on top of the formation, IE: the helicopters are operating within 1/2-2 miles of the task force? Won't that make using things like dipping sonar incredibly difficult because of the noise generated by the ships?

From my understanding its exactly opposite. Near the loud major units in a TG, you're passive devices are useless, so to get any value at all you need active dipping sonars.

I'm not an ASW expert by any stretch but generally set a zone out between the 1st & 2nd CZ of your best ASW ship and put ASW helos out there using passive SBs. Then keep the active dippers within about 5nm of the major units in the center of the TG.

Gunner is right, this is why US carrier based ASW helicopter (Sea King, Oceanhawk and now MH-60R) are equipped with active dipping sonar while their frigate, destroyer and cruiser based cousins (Seasprite and Seahawk--MH60R is now shared and is an exception) rely more on passive sonobouys for detection, and active sonobouys and MAD for localization.
