I'm in a PBEM match now, it's late September 1941, Germany has taken Poland, France, and most of the mainland UK (capital moved to Cairo), and yet USA Mobilization is only at 51% and USSR at 83%. Whenever I've invaded the UK, both the US and USSR have moved quickly against Germany. Germany has made no diplo moves towards either major.

Is this normal?

On a related topic, at one point when the UK capital was Edinburgh and Glasgow was occupied. For that turn the UK only received MPPs from the remaining mainland industry (~20 total). Apparently my opponent was unaware of this, as he took Edinburgh the following turn, and once the capital was moved to Cairo imports resumed. But if he hadn't, the UK would have quickly "starved to death". Ie, Germany could quickly attrition through the remainder of UK units in NA, etc, and effectively remove the UK from the war by never taking Edinburgh. This seems like an unintended situation.

'Type= 2' = reoccurring check until end of game.

Just be sure, does that mean that if the conditions are met, the increase in mobilization is re-applied? Ie, it accumulates each turn the condition is true? Or is it a one shot increase once the conditions are met?

Just making sure, because the USA's mobilization isn't increasing each turn. For the rule "#NAME= ALLIED AI: Axis Units In The UK (USA->Allies) ", I did miss the line "#AI= 2 [Allied AI only]" -- I assume this means it only applies when playing against the AI, which explains most of it. However, wouldn't rule "#NAME= 1941 (USA->Allies)" mean that there would be an increase each turn staring in Jan 1941? I'm pretty sure it has been stuck at 51% for several turns (game has been going slow, 1-2 turns per day, so hard to be certain).

I'll keep monitoring it. I am actually more concerned about the 2nd part, where by taking Glasgow but not Edinburgh the UK is effectively knocked out of the war.

USA didn't join war until May of 1942. That makes no sense to me. I've never seen that happen in a normal game, let alone one in which the UK has been completely occupied, in which no uber diplomacy was employed.
