Ok the Manual covers the P symbol and what you must do to prevent Spawning. So what does the P with the red circle and line through it mean? And then what must one do to counter whatever that symbol means? If it requires a unit to counteract whatever it means, how close does an unit need to be to neutralize it?

And if somehow I missed it in both the hard copy SG War in Europe manual and the online World at War manual then please give me the page reference to note that.

From what I have concluded from my games, the lone P are places that spawns partisan units, whereas the crossed out P are places that will have "partisan activity", which means partisans will "bomb" the hex reducing its supply and MPP output.

I thought you had to be on top of the hex to prevent it from spawning, but I am not at all 100% on that.

To prevent partisans from spawning or hitting supplies you only have to be adjacent to the hexes with a "P" or a crossed "P". Use one garrison unit for every two hexes, iirc in China there is even one place where only one garrison will cover three hexes.
