I suspect that the program reasons like this. (And that it is a bug)

1) China should control the partisan in French Indo-China.
2) All Chinese partisans are Communist.
3) The Chinese Communists are controlled by USSR
4) Hence the partisan in Indo-China is controlled by USSR.

However, this reasoning is flawed. The main reason, in my humble opinion, is that the rules does not state that all Chinese controlled partisans are Communist. It states that partisans in China are, but this partisan is not in China and therefore the rule does not apply. The partisan should be controlled by the Nationalist Chinese.



RAC: 13.1 Partisans (option 46)
....
Controlling partisans
Partisans in ‘green’ countries are controlled by the major power that controlled their country before it was
conquered (or still control it if it isn’t yet conquered). Partisans in China are always communist Chinese units.
French partisans are controlled by the Free French unless it is completely conquered, after which they are controlled
by the Soviets.
Partisans in ‘red’ countries are controlled by the nearest major power currently at war with the major power
that controls the country. The nearest is the major power whose capital city is closest to the minor’s capital city. If
no major powers are at war with the controlling major power, then the nearest major power on the other side runs the
partisans.

USA = combine.

Lent Resource and Convoy Routing Issue.

The Soviets have been complaining bitterly to the British Ambassador in Moscow, Sir Richard Stafford Cripps, about the non-delivery of the Free French New Caledonia resource point. Sir Cripps has personally check with the Admiralty and their department of convoy routing and has been assured that RN convoys have been set aside to deliver this resource point. However, due to some unknown blockage, the RP isn't being delivered as promised to the Soviet factory in Leningrad. The Ambassador Cripps has personally vowed to Molotov that he will contact PM Churchill personally and will continue his fullest to resolve this issue.

Turn 9. Jan/Feb 1941. Allied #1. RN Assessment of the Axis Submarine Threat to Allied Convoys.

The RN uses this report to help set and prioritize their convoy ASW escorts (i.e., 0-box) and patrols (i.e., 3/4-box).

The threat number (TN) is the product of the highest probability of the axis finding times the number of convoys in a sea area. The greater threat number, or Greater TN, adds a component to the TN that "accounts" for the maximum number of u-boat/submarine flotillas that could reach the sea area with some probability of finding. Both TN and the Greater TN is always greater than 0 and can never exceed the number of allied convoys in a sea area.

Note that the TN and Greater TN are not a predictor, or estimator, but a metric to help the RN prioritize resources for ASW escorts and patrols. The higher the number, the greater the risk.

Note that CV's and CVL's were sent to several sea areas under storms or blizzards. In these conditions the air components of these carriers is useless. However, there's a 50% chance, for example, of the weather changing to snow in the next impulse pair in which case these air components would be significantly helpful against any u-boat or submarine threats that might appear.

Both the Germans and Italians take a naval. Germany, especially could have used the land moves to continue their build up in Poland and the Balkans but OKH in conjunction with the Italian high command determined the need to keep pressure on the RN to continue to devote actions and resources to protecting their convoy lines.

There are nine sea areas are subject to naval combat, eight of which the Germans and Italians will actively seek to initiate.

(1) Cape Verde Basin.

Neither side finds.
