I remember playing 'Europe Ablaze' on the Commodore64.Is this game or one like it available on Windows 8.1 64 bit?

Guys,

I downloaded the VICE download from source and when I extract I can't find in the files any exe files for starting the C64 emulator.??

Any help is appreciated
