Another question:
which leader is more important in a TF, TF leader or ship leader?
I would say both, maybe the former is more important.

Because if you create multiple small TFs (i.e. 1 BB+DDs, 1 CA+DDs, and so on) TF leaders above 70 as naval skill are not so much...

Bad naval skills can lead to bumper ships.

Ships leaders first since if the task force disbands, then the points for the task force leader go away. If you need to send all of the ships into repair mode, then assign a PB or HDML, whatever you have, for the Task Force commander to use as a yacht to keep the task force still in existence with the leader. Then, add the ships that you want after repairs are complete. If it is an aircraft carrier task force and all of the carriers need body and fender work, do the same but when you want to put carriers back into it, then make it an escort task force, add the carrier and then remove any ships not eligible to be in a carrier task force. The task force should then revert to an aircraft carrier task force.
