Indirectly that can happen. Morale seems to depend in part on the combat-ready % TOE of the unit, so resting to fill out or recover disablements will gradually raise morale. And just being in a bigger base with lots of supply seems to bring up morale, although that could be connected to recovering disablements too.

To see the % TOE for units in a hex, click on the flag at the bottom left to bring up the list of units, then on the top right of that list click on "Show Soft" . If there is only one unit there, I don't know how you can get its % TOE unless you use the ALL LCUs button at the top of the game map and find the unit on the list.
