Just sharing this as it may be of interest to anyone looking to shuffle the IJ Senior Commander deck chairs.
I didn't have much knowledge on these people and just wanted to know a bit more about how they fit together, who was senior to who, etc.

A few "so whats":
1. As the player, we get to unify all of the functions in the grey boxes and role play each of them as if they were one. That makes the player a hybrid Emperor/General/Prime Minister that has zero chance of being fired.
2. There are roughly double the number of full Generals compared to Admirals, so that helped explain to me why historically the Army had so much power at the top level. I can see how the Army could effectively steamroll over the IJN, also noting that the IJN General Staff and Minister of Navy seemed to be in conflict with each other so weren't united either.
3. I rolled through the database so may have missed a name or two, but it looks like there are 22 x GENs and 10 x ADMs available to fill 22 x GEN and 7 x ADM slots. I know you can appoint RADMs and VADMs to some of these positions in game, I just choose not to.
4. That means that a few retired GENs and ADMs are going to have to get back on the tools, included GEN Tojo seeing as his services are not required in game in any of the grey boxes. Not sure where I will use him yet, but there are a number of LGENs in command positions that I will replace with GENs eventually, but that's a low priority use of PPs.
5. Unfortunately for my LGENs and VADMs, promotions don't exist in the game universe so the likes of LGEN Imamura will have to make do with remaining Army (Corps) Commanders.
6. I've noticed in game that we can't assign subordinate land combat units to Area Fleet HQs that aren't Command HQ. That's fine, but I still organise my Area Fleets with an ADM in command of both a # Fleet and # Air Fleet commanded by VADMs each.
7. There is a distinct lack of information on the interweb about ADM Viscount Takayoshi Kato. I wonder what the story behind that is.
8. The only senior HQ commander that I couldn't find in game was LGEN Tasuku Okada, but he seems to have spent most of the war in COS roles before being appointed CIC 13th Area Army late on.
9. Unlike how it appears in game, the Area Fleet and # Fleet Commanders didn't seem to sit behind their desks on shore, but seem to have been generally seagoing appointments. I'll assign the political ADMs to the Area Fleet commands which might free up a few VADMs for large task forces.

An interesting snippet from Wikipedia about GEN Sugiyama: On September 5, 1941, on the verge of the war against the United States and Great Britain, he was severely berated by Emperor Hirohito for having earlier predicted in 1937 that Japanese invasion of China would be completed within three months, and challenged over his confidence in a quick victory over the Western powers.

I stumbled across this website which has some good detail on the service history of generals from many countries.
I only looked at the Japanese Generals but this website helped me find some information on the Air Army LGENs with information on them a bit scarce elsewhere: http://www.generals.dk/search.php

Very cool, nice research! Kudos to the devs for the splendid research that went into this game, although it can send you down some pretty obscure rat holes. My latest involved digging up the list of historical NEI sub commanders so I could make sure that every K-boat had the correct one! Remarkably, the data base had all but 3 of them.

A few edits before I get back into running a game turn!

I noticed that GEN Masakazu Kawabe was missing. He started the war as a LGEN but was promoted to GEN and appears as a GEN in the database.
That now means I have 23 x GENs for 22 x slots. I think FM Prince Naruhiko will play the royal family card to get out of an active service posting overseas. He can stay on the Supreme War Council.
I've also highlighted the LGENs that will miss out on promotion to GEN as it looks like there are 4 of them.

I agree, kudos to the original research team. They must have made a conscious decision to appoint so many Chiefs of Staff to be the leaders in game. Perhaps the General Commanders-in-Chief spent more time back in Japan than in theatre.

This chart might be a bit more useful. There are usually plenty of decent IJA Generals available, so I tend to just appoint the next highest Land Skill LGEN (with decent Leadership/Inspiration) whenever a new Division arrives.

But if your Bettys aren't flying, check the Air Skill of the Air HQ Commander as there are quite a few who are not suited to Air HQ command.
There are also 4 x VADM starting in Fleet HQ roles who may be better used to command an Air Fleet each.
I haven't gone through the database to find all the VADM and RADM with Air Skill > 50, but will check for new ones on the 1st of the month and will make a note of any new ones that arrive.

Not as many novices in the IJAAF Air HQ command roles.
Just for the hell of it I will change all to LGEN with > 60 Air Skill over time, as PP allow.
