It is a PBEM thing, see section 2.7.1 of the manual. I believe that either in a patch, or just a small error in the manual, we are playing with no variable reinforcements and I still could not go to the ship reinforcement screen.

+1. This has caused me some confusion in the past during turn 1 setup myself.

As expected a lot of Allied ships were sunk, mostly in the PI.
I did a second raid on Manila, and of course the fighter sweeps came
in after the bombers, but the first wave was well escorted, so I lost
a few bombers, but not too many.

I will be just sweeping Manila and Clark this turn, I am moving some of
the Netties to Babeldaob( I do have an air HQ there)

I took Kota Bharu, Guam, Makin and Mergui( para droop ) and
the island of Langkawi was occupied by the land base row boat
unit.

KB-1 is going to support Wake, and KB-2 is headed to the Solomon Island
area to support landings there.

KB-3 is currently just West of Panay and is moving South to both sink more ships
fleeing the PI and to support DEI landings. I made an error and apparantly clicked
on Ground Attack instead of Naval Attack for the Kates, so they made an afternoon
attack on the 71st PA Inf Div there. I am sure that will confuse Kris.
They have been reset to Naval attack.

KB-4 ( 3 x CVL ) are North of Singkawang escorting for the invasion fleet to arrive.
There is a BB support SCTF with them, not repeats of last game.
A bit behind them is an Amphib TF with an air HQ and a BF. Netties will move here
in a few turns and be torpedo equipped.

I now have 60 Netties at Babeldaob, torpedo equipped, and in invasion fleet ready for Ambon.

One thing I have figured out is that I did not put enough Surface Combat TFs into the Sulu and Celebes sea areas.
My single 3 CA TF ran out of ammo it had so many fights. There were three other I did not show in the post above.

Does your 'destroyed on field' aircraft losses column for the turn have a few seaplane entries on it? Cross-reference that number with the type and number found on the CL Boise for a more accurate determination. I've never (at least not that I recall) had a false listing of aircraft losses in this manner from a ship that DIDN'T sink. IOW-if you see the right entry, the ship's a goner. If not, probably not.
