Tried in WIE and everyone jumped on me. Tried in WAW and happily building up before Barbarossa. Is there a difference in the diplomacy, scripts, etc?

I've checked the scripts and in WIE the effect isn't massive: the US and USSR will swing 10-15% towards the Allies.

There is actually greater potential for a bigger swing in WAW with the USSR, though not by much.

Essentially, they are very similar and maybe other things were going on in your WIE game?
