Does anyone know why operational and sigint report doesnt work??

Are you running the combat replay? Are you playing a PBEM game?....GP

You don't have a Header which indicates that you are at
the very beginning of a scenario and you have not yet ran
the first turn of that scenario.

As trugrit said, you won't have any reports on turn one. But if you are pasted turn one, and you're the Allies the Japanese player should be sending you a 001 file which is the combat replay. And you should click on this file to run it....GP
