p. 36

Reinforcement and upgrade � The amount set is allocated to
repair and upgrade units on the map. No more than the amount set
will be spent on repairs and upgrades per turn. If a player sets the
amount to 0, then no production will be used to repair and upgrade
units. If it is set to equal to or more than what is available in the
stockpile, then all production will be used.

Appreciate this maybe on the list for upcoming patch, but, thought I would mention it.

Is the number for Production - Reinf/Upgrade a percentage or total?

The default is 100. The last sentence in the quote seems to suggest that it is a number not a percentage, ie if Stockpile is 150 and the Reinf/Upgrade is set to 150 then all production will be used for this, alternately 100% would be used, if the number is a percentage.

Makes me think it is meant to be a number, is this the way it was intended to work?

It's the number of points the AI can spend for you. So set it to 1000 and it will spend up to 1000 points if that is needed in units. Otherwise it will spend what is needed and any leftover points remain in the stockpile.

Edit: It can never spend more than you have stockpiled plus any income that turn.
