Why am I not able to do city bombing?

It's driving me nuts.

Ju88's with plenty of fuel and ammo.
Not yet flown a mile this turn.

Do you have screenshots? Only easy stuff you already know comes to mind
- Are you selecting a staging base in the same luftlotte as the bombers? Are you letting the AI choose a luftflotte in a different airbase
- Are your bombers on night missions and you are running a day mission or vice versa?
- Are you bombers in a swamp/mountain/urban/rough etc or the same hex as a recon base or allied base?
