After the latest patch, Japan can no longer do long range amphib attacks?

My opponent just quit, said this was so. I loaded a game against AI 1942, and sure enough, Japan
cannot do long range amphibs!

So all my multiplayer games are ruined?

Man, what a bummer, I was finally going to beat a guy that has always owned me. :(
