What exactly are the mechanics for making an airborne drop? Manual says "an" air transport needs to be available, but even with the unit at >100% effectiveness, no air drop option is available. How many transports / strength point is really needed?

1 air transport point per drop.

Just click on the unit, then move the cursor to open hexes in enemy territory for the drop. If it's in range, an icon will appear over the drop hex, then right click there.

Weather and terrain are important factors.
