You have been chewing up Betty bombers in the Moulmein-Tavoy-Pt. Blair area for many turns now but they seem to just keep coming. Does the AI in this scenario/setting have the ability to replace aircraft as required without reference to actual factory ability to make them?

I know that settings "Hard" and above in stock games give the AI some extra supply each turn, but I don't know what other things might be coded for it and I don't know if mods could change the handling of replacement aircraft, ships and LCUs. I also think the AI does not need to use PP to buy out destroyed units, but seems to have to wait 120 days to return them to the map. What are your observations on this?

AFAIK, AI will never run out of planes. I think AIs problem with planes is decaying experience.

I don't think good IJ human player would run out of planes either, with good factory and R&D management.
