Anyone else have problems getting enough leaders? I have three councils without leaders, and nobody waiting, and its been like this for at least 20+ turns. I have the interior council and the HR setting at 60%+ for quite a few turns now, and nothing. I have a recruit merc card, but that costs 60, the costs of that card has varied from 52 to 60, are card costs supposed to vary? In the meantime i have like 9 zoo cards, and no use for them. Any other way to stimulate leader recruitment?

I believe in my early games the cost to recruit a Mercenary is about 45 PP, so apparently card costs vary, although I can't fathom the reasons.

Unfortunately, it seems to me you're doing all you can to solve the issue. You can also increase the funding of the Stratagem discovery budget line of the Supreme Command Council, it can give you Recruit Junior cards. According to the manual, factions are more likely to offer you a candidate if your number of leaders in the reserve pool is low, but then again you're saying it's been twenty plus turns, so I wonder too.

Zoo cards are one of the Stratagems happy factions give you when they're happy with you, and if you maintain a good relationship, it's indeed possible to get one each or every other turn. I too had more than I could use. But hey, they cost me nothing but screen real estate!

Forgot about the stratagem discovery budget, i'll try that. A few more turns, still no leaders.

Check the "Stratagem Generation Overview" to see which HR Stratagems could have been generated. And howmany "hrCardPoints" you had available to have a chance to get them.

Building or upgrading bureaucratic offices if you can might help, so your human resources department gets more resources.

I'm usually flooded with leaders. By turn 30 or so I had about 10 guys waiting in the wings and turning grey... especially my jerk Fist+++ initial Supreme Commander who I just love seeing rot away after being booted on turn 2 ;) That said, I have had to postpone a few times in the first few turns.

If you have zero leaders in your reserve pool then fire your Secretary (costs PP). The game will generate a brand new leader to take the secretaries place. Assign as needed...lather, rinse, repeat (to the limits of your PP).

I bumped the stratagem discovery budget up to 65%, and i'll build some more admin buildings. The cards are in there, guess i just haven't been lucky.
