According to the tooltip it will cause some percentage of the "soldiers of the zone rebelling". Do the actual units rebel? What's your experience with using this stratagem?

I've been using it quite excessively in one zone, and when I moved in, I noticed that there were some rebel troops behind enemy lines, but they were mainly rifle militia troops.
My enemy is fielding high end troops in that zone. And that's why I'm asking - do the units actually rebel, or does the game just spawn additional low level rebel troops?

I don't exclude the possibility of some actual rebellion happening apart from the stratagem I played, but given their 100/100 happiness it seems unlikely to consistently see rebel units there (perhaps it was rebel commander?).
