Please make the Leader Retirement strat cards (Zero/Bronze/Silver/Gold) targetable for leaders occupying a position. Why on earth would I have to relieve someone of their position (ruining my relationship with their entire faction) to exert pressure on them to make them retire?

Well, because otherwise the penalty to your relationship needs to be part of those cards, I guess.
Since that's the balance Vic went for: having to put them in Reserve first.

I must say that I did anticipate it working like you want them to, and then being a tiny bit unhappily surprised, but after thinking about it it would be way too OP if they did that.
Now I'm wondering if you offer them a better job and then retire them using those cards, do you lose word score? :p

This is why I prefer Assassinate Leader, much less hassle!

Pretty sure Brigade commander is a worse job then anything in the council. Based on the salary alone, it is about on par with Governor.

If they are not heroic enough, there is also a low chance of them dying in combat. So you hit the "broke Promise" evetnually. Unless maybe you send the HQ in front of everything? But that would result in your unit having no HQ and leader, when there is obvously combat.
