Those sure look like ocean-going naval warships to me...
So, are they

(a) somewhere in the game I haven't gotten to yet,
(b) a miscommunication between author and illustrator, or
(c) a subtle hint of things to come in a future version?

... and, how about air forces while we're at it

It was one of the epochs that popped up.

If you lose the game, one of the game over screen has aircrafts that looked like hovering A-10s.

Lack of aircraft is probably the weakest thing about this game :(

They are in one of the war declaration screens.

If aircraft becomes available, hopefully there will be an option to turn it off.

I have no idea why the base game doesn’t have planes already, seems like an essential part in every wargame.

I like the game without airforce and navy with water as a barrier. I also like the limit amount of fuel limits the number of heavy tanks. Airforce and navy would require a ton more fuel than tanks. I like the more sci-fi Madmax combat as navy and airforce would turn the game just another ww2 game. Of course I'm probably in a minority.

I think someone suggested making it a check-able scenario option which is probably a good idea.

But if you happen to get stuck between water hexes and a regime...its a bit odd.
Happened to me, with an event which I couldn't finish without going to war with the regime I've been in peace with.
Crossing the water if even as logistic mean, would be more realistic, than a regime with lots of weapons and tech who dont know how to cross a lake :)

I understand why people wouldn't like change, but I'm sure that air force and navy will fit into the game so well, that you wouldn't really see a point to turn them off again once you've played with them.
I think all of Vic's previous games have both air force and navy and they seem pretty normal to have there.

Links are allowed when you have more than 10 posts and your account is a week or something old.

Its because its not as simple as just adding them. For example, what type of liquid allows ships, can they move on Lava lakes? Methane Lakes? Also what atmosphere would be required, and how would the massive variation in gravity and atmosphere effect planes viability.
I imagine when added we will get a seperate part of planet generation that rates the viability of planes or navies, that would be cool, meaning not all planets will have them.

I have this grand idea of 2.0 being able to (re)discover space travel and then give access to aerospace fighters and launching campaigns on the same scale as the current game on other planets. It'll end up taking three weeks to finish a turn. It will be glorious!

That's a good idea- would be like Emperor of the Fading Suns. That was an awesome release.
