Is there any way to transfer a city hex currently in it's own zone into another zone?

Or to put it another way get rid of prexisisting zones?

I'm nor sure I understand the question; do you mean change city to another zone? I'm not sure you can do that, but you can draw a new zone around it, making everything you didn't want the city zone to have be a different new zone and taking in the features you wanted in that zone(but you would have to create a city)

Currently, each city has one zone. And no zone has more then 1 city.

There is a minimum distance between cities, but they can still be pretty close.
