Germany has two MOT div's in their destroyed pool. A 1pt and a 2pt. Germany also has a 2pt INF div in its force pool. Germany has various INF corps inside and outside Germany not in ZOC. Is there a reason Germany can not breakdown a corp using these MOT div's during the Breakdown phase/step? Nothing has to do with SS units...just regulars.

Perhaps it's the timing of when the destroyed pool gets transferred back to the force pool. From the description, you should be able to do it, and this appears to be a bug. Although likely unhelpful, see if you can do it next turn.
