Note that Factory Defense mods are calculated by the # of factories designated on the map at start. Factories that are rail moved do not change the land combat mods in their original or new hex.

The way to game the production system is to store oil in Leningrad.

Oh, but I'm playing with the house rule(s) that saved oil cannot be used for production and only saved oil can be use to reorg.

Definitely presents a different mindset. Now large stockpiles of oil (either allied or axis) can't do squat to help production. Also, you need to think ahead how much oil you need to save for reorg because if you don't have enough saved oil then units go without being reorg. I like to think that saving oil is the process of refining crude into the different types of fuel required to fight the war (e.g., aviation, diesel, gasoline, fuel to run ships). Using if for production (i.e., not saving it) represents the fuel necessary to "fuel" war production.

Just caught up on this after several weeks. To make up for the Russian script that keeps the units on the border (huge losses there), perhaps you need a Hitler goes crazy for Moscow script starting in October (mid way through S/O turn) that says they can only attack a hex that brings them closer to Moscow and they must make an attack with at least three corp every impulse till the end of the year (independent of the weather). This would result in some of the crazy shifting of forces from the south to the north and the late attacks on Moscow in blizzard/snow conditions.

Pat, an intriguing idea. Definitely would be interesting to see what the impact of this would be. Unfortunately I just finished my Nov/Dec 1941 turn. By the way, the weather was favorable for the axis. Rain in Arctic and fine in the north temperate (i.e., Ukraine) for the entire turn. Not the weather the Soviets were hoping for.

Turn 14. Nov/Dec 1941. Initiative.

Pre Roll Analysis: Axis +1 and win ties. Both the Axis and Allies wish to move first. More so for the Sicily and the Med, but also would be nice on the Eastern Front. The odds of winning the initiative are in the axis favor; especially since they'll request a re-roll of the lose the first roll. Alternately, the chance of the allies getting the initiative are stacked against them. They'll have the first roll (36% chance) and, if they do, win the re-roll (45% chance). This gives them an overall chance of 16.2 % (36% x 45%) of winning the initiative.

Roll(s): 1st roll (Axis +1 and win ties): AX=6+1=7 and AL=4. Allies cannot request re-roll so axis win the initiative and elect to move first. (Modified) Weather roll is a 4, which results in rain across the Eastern Front (i.e., Arctic & north temperate) and fine everywhere else.

Turn 14. Nov/Dec 1941. Japanese-Soviet Non-Aggression Pact.

Axis #1. (see screen cap)
(1) Both Japan & the USSR are required, if at all possible, to meet their changed garrison requirements by the peace step at the end of this turn.
(2) For the Soviets this means rail priority will be given to getting another garrison and an infantry division to the pact area as soon as possible. (3) This could have implications for railing threaten factories east and out of harms way. Since the Soviets no longer need a FTR2 in the garrison then they'll be able to return that fighter and PIL to the force pool.
Japan needs to add a gun division to be in full compliance.

Allied #3.
(1) The USSR was required because they could to rail a garrison from Europe to Asia to fulfil Soviet-Japanese pact requirements. The only such garrison available with the 61st Gar army in Sevastopol and the only applicable destination city capable of receiving the garrison was Khabarovsk, which required all 3 Soviet rail moves. This prevent the Soviets from railing any factory out this impulse.

Axis #5.
(1) Japan rails 70 mm arty div to Tsitsihar, MAN which puts them in compliance with the Soviet/Japanese non-aggression pact garrison requirements. Now all that's left is for the Soviets to get an inf division into place for both sides to be in compliance.

(1) Both Japan & USSR pull chits. Japan a 1 and the USSR a 3, both of which go in their respective defensive pools.
(2) Japan is in full compliance with their garrison requirements.
(3) Technically the Soviets aren't. They're short one inf division; however, Zhukov's HQ-A and 2 infantry corps are still in garrison beyond the numbers required for those unit types.
(4) The Soviets will make every effort to get a division to the pact area as soon as they can.

This turn, which requires 1 to end, does end on a 1. This happened last turn two. The Soviets, especially in Southern Russia, were in desperate need for the turn to end are glad it did.

Going to allow Finland to participate with Germany on any, or all, land combat attacks on Leningrad. Also, Finnish air force and navy are free to attack Leningrad.

Otherwise, Finland will be sitting on the sideline this entire game.

Turn 14. Nov/Dec 1941. The Mediterranean Front. Allied #3 (Post Naval Air & Naval Move).

Sicily, Expansion of Bridgehead. The Order:
(1) There's only a 50% chance of the fine weather holding in the Med next impulse pair.
(2) 30% chance of rain & 10% chance of snow resulting in significant reduction in Shore Bombardment and ground support not to mention -2 and -4, respectively, land combat modifier.
(3) 10% storms which means no shore bombardment, no ground support and -4 modifier.
(4) So the order is given to take Palermo this impulse, which (if successful) will cut supply, one again, to the axis forces on Sicily.
