So I have a unit comprising of 400 x GR Grade MG - and its unit integrity is only at 17% with the following debuffs FORM - 1 and TOE -1 .

I have tried changing its HQ from SHQ to OHQ but that doesnt do anything as far as I can see.

What is TOE and FORM and why is it debuffing my unit integrity? How to fix?

Is there anyway to merge this unit with another unit?

The -1 here is misleading. It's not actually a debuff, it's an "invalid data" marker.

When you make a custom unit, it does not have a formation template, and thus has no pre-defined Formation name or a Table of Organization and Equipment. A custom unit like this will not be reinforced automatically because there's no template for it to follow.

Because you cannot produce Galactic Republic grade units, they have no formation templates, but you can actually create your own custom formations directly from SHQ troops, in which case you'll see that same -1 issue.
