Dusted this old classic off and have begun playing again. I finally fixed a few bugs my last update had. Also made several balance tweaks, but it's kind of hard when playing yourself if in fact you are getting the balance more dialed in. If some are interested in doing a playtest game or two before I release 1.05 that would be great.

I've undusted this game too now that it is getting some love.
I think it has potential in Multiplayer - mostly because the AI is quite railroaded in its behaviour.

The 'Deluxe' if I got it right is the one that pratically makes Japan useless vs Subs (their DD have a -1! That must get gone), and that Axis Minors / Italy have a -1 to all their non MIL units (Which should get away too). The issue is that these units are subpar BUT still inflate the tech costs. If Romania wants to build a tank, let them - be it a full and proper tank, they're short of industrial power already.

Take for instance Italy's -1 on some units. They can still be 7/7 infantry before the -1 even kicks in. If Germany gets to 8/8 then the Italian would remain 1 point behind. Besides Italy should and could be knocked out by this time. The limits on Armor, Infantry, and Air are only a play factor if Italy has lasted way longer then it should have in which case the Axis are probably going to win the game.

As far as hating the Jap -1 on light fleet ASW it was a hard call. I had to get over my Axis bias to place this in the game. In reality the Japanese navy had a very poorly developed ASW and this tech hit reflects that. With a lot of game experience the Jap player can deal with this. But leaving it normal makes it to easy for them to deal with US subs. Again the Axis bias. If you are playing the US a lot and are trying to make a dent in Japan's economy you will have a hard time. This has the unfortunate consequence of Japan being to strong end game and thus makes it pretty hard for the Allied player to get a Draw or better on the time scale. Have you tried using Heavy bombers as ASW like the Allies do? Have at least 4 HB and later on add to that. Japan is not useless against US subs they just have a hard time of it, as it should be. You wouldn't want to be playing against a master Axis player with Japan under the old rules. As the US player you would be greatly annoyed how fast you keep losing subs.

I am not an expert of the game admittedly but I feel the game quite swinging to the Allies a lot unless Sovietland goes kaput.
My main put off for your mod was the insane armada that France got out which caused massive bloodshed in France for the Germans.
About Italy if I remember correctly their penalty is straight off the bat - and so are Axis minors. What I mean is that IF there are troops with a penalty, they still count as full for the research costs... Thus I think the modifiers should be avoided in general because they impact this other factor.

And Japan using Heavy Bombers ... I mean, Japan economy is not exactly that merry last I remember, struggling for resources in general. That's where Japan DD come into play too. There is no need for the -1 in ASW, IF Japan wants to invest in that tech they should not be penalized either.

Frankly I feel the mod extremely Allied biased but that may be me, hardly Axis biased.

EDIT: Just had a new peek to the updated mod. Can confirm Italian troops have a -1 since the start (non naval forces). Like many minors do.
