I selected the option to build the Italian aircraft carrier and it is now August 28th 1042 and still no CV had popped up. Is this a known bug?

Believe the CV should show up in the Adriatic port to the North. Would that be Venice? Do you still control Venice?

It will arrive on the 1st January 1943.

If in doubt about any Decision Event related items, it's always best to refer to the Strategy Guide, and this can be accessed while playing via one of the buttons at the top right of the screen.
