Not a free-market...not by a stretch.
Since it bothers you so much and since you previously posted something that makes me think that you live in California and thus this was done by your governor and legislature, then if you are a landlord, you should consider suing the state for the illegal taking of your property rights.

Odd, I didn't know I couldn't complain about a state I used to live in. Can you point this obscure "rule" out to me?
You can complain but since you don't live there you can't vote to change it. That is, even if you are even allowed to vote. If nothing else, make fun of the people who voted for those politicians. But since you state that you used to live there, did you ever for for any of the people who voted for this thing that you complain of? If so, you were part of the problem and since you are no longer living there, you are not part of the solution.

I think your problems go beyond your reading comprehension.
You can complain but it won't do any good so why bother. You can complain and not complain at the same time, it is up to you how you do that.
