Having read and reread through the new manual chapter on airforces, I wasn't able to tell if the minimum airbase level is supposed to be a hard requirement or not.

I was wondering about this because I was able to raise a squadron of medium 1 engine fighter-bombers in my starting city with a level 2 airfield, and then fly them on a mission the next turn from that level 2 airfield when they claim to need a level 3.

Hmmm, maybe the level III just needs to be under construction to count ???

Playing a little deeper into the save, that seems to be exactly what's happening. While I was moving my air assets forward just starting the upgrade to level 3 was enough for these planes to base there and start flying missions.
