What is meant by "Operand"?

In some of the AARs for Strategic Command WWII: World at War, some commentators use the word "Operand".

It appears to be associated with the Axis' opening moves.

Operand is a 'move' for a Unit.
Costs MMPs
Can be done by Ground or Air.
Not cheap.

Earliest debate on strategy, for operand, is German on Turn 1 to 3.
Should Gerry operand (thus pay) to have units moved (aka operanded) quickly to attack Low Countries/France.
It really comes out the same. Speed works, if you get the weather early as Germany.
Many players prefer to march (not operand ground units) use MMPs for more units or tech.
You'll need proper supply 5 or more on both ends, connected with trains. Air, well, they fly. Super expensive for them.
